Network Day Plans Confirmed
Plans have now been confirmed for the first CEA half-yearly conference – our
2010 Network Day on Thursday 23 September. The event is to be hosted at the Royal Agricultural Society of England’s showpiece Stoneleigh Park Conference and Exhibition Centre. The venue is easily reachable from the Midlands motorway network with mainline train services to nearby Coventry and Leamington Spa.
The structure of the day means members can join meetings of our technical or international groups from mid-morning for detailed briefings and discussions on their work programmes. Or for those with tighter time availabilities we have scheduled a 90 minute Executive Summary Session at 16.30 hrs – aimed at bringing you up to date with CEA activities, what is happening in the market place and a heads up on key legislative issues.
To round off proceedings we have a Networking Reception from 18.00 hrs to 19.30 hrs. Ask us for details of overnight accommodation availabilities.
Our membership surveys consistently tell us that networking events are judged to be time well spent. We look forward to seeing you there.

Trade Promotion to Remain Government Priority
David Cameron used the occasion of his visit to New York last week to define a new direction for Britain’s overseas embassies and consulates. The new permanent secretary at the Foreign Office will be Simon Fraser, who has been at the Department for Business since May 2009. The Prime Minister described him as "Britain's leading expert on trade in the civil service". He went on to say "I want to refashion British foreign policy, the Foreign Office, to make us much more focused on the commercial aspects... making sure we are demonstrating Britain is open for business”. This seems to point to the continuation of UKTI – the CEA’s partners in overseas trade promotion. However, we do not yet know if budget cuts will hamstring this valued part of government – and what this will mean for CEA members looking for grant support to aid their export drive. With the abolition or downscaling of RDAs it would be good to think that HMG will be able to draw on the sector specific expertise of trade associations in international markets. Whilst Mark Prisk MP is already proving to be an active acting Trade Minister at BIS – we still await confirmation as to who will take the permanent ministerial trade brief.

Conexpo 2011 – UK Pavilion Already a Sell Out
For the first time ever, the CEA’s UK Pavilion at Conexpo (22-26 March 2011, Las Vegas) sold out within three days of going on sale.

We can only think this is due to disappointing visitor levels at
Bauma, which saw a lack of visitors from the USA and South America thanks to the volcano. Although no more space is currently available in the Central Halls, where the CEA Pavilion is located, there is a possibility to run a second UK Pavilion in the South Hall first level (ground floor), should exhibitors be interested. The South Hall is partly for trucks and concrete machinery but part is a mix of components, accessories, site equipment, wearparts and service suppliers and is home to the Korean Pavilion. Visit

bCIndia – Only 35 sqm left on the UK Pavilion
The CEA UK Pavilion at
bCIndia, (8-11 February 2011, Mumbai) the new show co-organised by Messe Munich (the Bauma people) and AEM
(organiser of Conexpo) is almost full. Only 35 sqm remain on the 200 sqm UK Pavilion which is located in a high traffic area close to the entrance from the main hall to the outside exhibition area. The bCIndia show is now sold out – with a wide range of both international and domestic exhibitors and international pavilions from the UK, Germany, Spain, Italy, China, France and the USA. Non-Road Mobile Machinery Emissions Directive – Flexibility Scheme
The European Commission has now published their proposal with respect to increasing the number of engines that may be placed in the “flexibility scheme” under the Non-Road Mobile Machinery Emissions Directive, and to extending some flexibility to engines for railcars and locomotives.
In sectors other than the railway sector, which is permitted to use a flexibility scheme for the first time during the transition from Stage IIIA to Stage
IIIB, the intention is to permit engine manufacturers to place 50 per cent, rather than the usual 20 per cent, of their annual production of Stage IIIA engines on the market following the mandatory introduction of Stage IIIB from January 2011 and up until December 2013.
However, the Commission adopting the proposal only means that it is ready for consideration by Council and Parliament, they may or may not like what is in the proposal. The European Parliament is now effectively closed until September, following which (even if all goes smoothly, and all agree at first reading, which is far from certain) it would likely take at least six months before a vote and publication in the Official Journal. Only then can the process of transposition commence but the Directive can be applied once it has been transposed in one market. As such, the CEA has urged DfT to publish the UK amending regulation almost immediately after the Directive is issued.
If the process is further delayed the benefit will be considerably diminished, though it could be in place to allow OEM's to continue selling after the currently allowed 20 per cent provision has run out for engines in the range 130-560 kW. It may actually be in place ahead of time to assist with 56-130 kW and 37-56 kW engines in 2012 and 13 respectively. |
