Steel users urge EU not to hit Asia imports
European steel users called on Brussels recently not to hit imports from China and other Asian countries with punitive duties, as some European steel producers have suggested. In a new case pitting EU importers against local producers worried about foreign competition, engineering association Orgalime said rising imports from China and India reflected a move by European steelmakers out of lower-end steel production. "We are not keen to see...trade restrictions brought in at this time. We feel it is unjustified” Orgalime Secretary General Adrian Harris told Reuters. "If there was more steel available in Europe at competitive prices, the problem of Chinese imports would not be the same”. Orgalime represents national associations, whose members include big engineering groups such as Siemens and Alcatel-Lucent and a host of small metal-working, machinery and electronics firms.

European steelmakers have said they are increasingly concerned about a surge of steel imports from China and may ask the European Commission to take measures to slow them. The EU warned China last month it will face a growing threat of trade penalties unless it curbs capacity expansion in steel and shipbuilding, according to EU diplomats. Adrian Harris said Orgalime was seeking to counter the push for more protection by steel companies, whose interests are often close to the hearts of European governments. EU Trade Commissioner Peter Mandelson has struggled to balance the conflicting interests of European importers and producers on several occasions in recent years, most notably over imports of leather shoes and textiles from China. His office is reviewing whether to modernise the EU's trade defence instruments, such as anti-dumping rules, to take more account of the needs of importers as well as those of producers.
