CESAR
Plant Registration
The CESAR scheme
The Construction Equipment Security and Registration (CESAR) scheme went live in early April. The initiative is certainly gathering momentum....
|
Logo launched
The CESAR logo which now appears on ID plates, documentation and publicity has been launched. The simple "CESAR approved" stamp style identifier was developed for the scheme by Competitive Edge Design.
|
Manufacturers gear up
As the first orders for CESAR fitted machines roll in, CEA members are gearing up their production lines for swift fitting of the overt and covert machine markings involved in the scheme. Scheme service providers, Datatag, are also working on ways of capturing vital information on machines electronically for registration purposes - which will exceed the original spec for the programme. Similarly, importers and distributors have been undergoing training to implement CESAR.
|
Early adopters
New CEA member, Doosan Infracore - based in south Wales, are the first company to publicly announce that their full UK product range will have CESAR registration provided as standard. Their range of imported
construction equipment will be CESAR fitted and registered at points of entry - assisted by another CEA member, Abnormal Load Services (International) Ltd. Press reports confirm major hire companies A Plant and GE as first in the queue for CESAR.
|
Gate 7 have the technology
CEA member Gate 7 proved to have the technology when Datatag were seeking tamper proof, hard wearing, CESAR ID stickers. The triangular "plates" were required to meet tough standards including the ability to withstand regular pressure washes, which are typically carried out between hire contracts. Datatag Director, Kevin Howells commented, "We needed robust decal technology and the Gate 7 product met the toughest standards".

CESAR at Bauma
Datatag's Chris Harrison used the opportunity provided by the world's biggest construction equipment event in Munich to meet with overseas based OEMs shipping into the UK. Chris reported, "I was amazed by the size of Bauma and I could have spent the whole week there. The CESAR message was very well received by both the companies and overseas Trade Associations that I met up with. My two days in Munich has given me a very full enquiry pad!".

What is CESAR?
The CEA is acting as lead organisation for the new Construction Equipment Security and Registration (CESAR) plant registration scheme at the invitation of the Plant Theft Action Group (PTAG) - and Datatag is the service provider. At present only around five per cent of stolen plant is ever recovered - and it is hoped that registration, combined with Datatag's technology, will both deter theft and make recovery more certain. CESAR is a voluntary scheme - although indications are that some site managers and specifiers will stipulate that machines used on their projects will require registration and marking. Manufacturers can elect to fit the CESAR kit as standard or as an option for their customers. Alternatively, they may nominate their approved distributors to undertake the fitting on new equipment and that already in operation. Datatag and the CEA are offering briefings, training and advice, as the CESAR kit can only be fitted by an authorised installer.

CESAR Training
CESAR training sessions are aimed at technicians servicing multi-brand plant - and all internal trainers for single brand distributors, importers and OEMs. CEA members who want to fit CESAR as standard or as a customer option will need at least one Level 3 accredited technician. Training is free with a £99 (ex VAT) charge for CRB clearance and handbook. For more details on CESAR training e-mail
